The project Mobilities for professionals and qualified employees of MSMEs (MobiliseSME®) – funded by the EU-programme Employment and Social Innovation – PROGRESS, 2016-2017 – wanted to analyse the opportunities for cross border mobility of employees of Micro, Small, and Medium Enterprises (MSMEs) in the EU and its related benefits. The aim of the project is to assess the feasibility of the idea and to potentially open the way for a stable European scheme: a mobility plan for MSME-employees like the Erasmus Program is for university students.
Vision and Benefits of Mobility
The vision behind MobiliseSME® is firmly rooted in the belief that such a European mobility scheme for MSME-employees raises the competitiveness of participating companies, by improving cooperation and opening new business opportunities with foreign partners in the fields of sub-contracting, import/export, distribution, market awareness and joint ventures.
It allows the employees of MSMEs who join in the programme to gain knowledge about markets, technologies, methods, and products of similar industries in other EU-countries, as well as to improve their language skills.
Furthermore, Europe as a whole is strengthened by this project, as participants become more aware of the added value of a European Single Market and of the underlying European vision.
This process ultimately helps to achieve the EU’s 2020 strategic objectives, especially for smart and inclusive growth.

Partners from all over Europe joined and shared the vision of a mobility program for MSMEs. The participating business associations are from Belgium, Estonia, France, Germany, Hungary, Italy, Romania, Spain and Turkey, under the leadership of the SME confederation “European Entrepreneurs CEA-PME”. MobiliseSME® is based on three key activities from which MSMEs can benefit
- April-May 2016: Approx. 100.000 MSMEs from 19 EU countries + Turkey participated in an online survey to say what they really want and expect from this project so that they could reap the benefits afterwards.
- June-July 2016: 2 focus groups per country have been organised in 13 countries, giving space for entrepreneurs to state more in details what they think about such a cross border exchange scheme for their employees.
- Nov. 2016 – June 2017: The final step was the testing during a few months of a pilot scheme for cross border exchanges. At this points, MSMEs gained the first concrete benefits from having employees participating and coming back with new knowledge or by hosting somebody who brings in a new perspective, while the participating employee gained a valuable and unique work experience.
